The National Flood Insurance Program was created by Congress to provide previously unavailable flood protection for property owners. Overseen by FIA, a part of the Federal Emergency Management Agency, the NFIP offers flood damage protection in nearly 18,000 communities throughout the United States that have adopted and enforce floodplain management ordinances.
As of March 1990, the NFIP has paid out over $300 million to settle flood claims resulting from Hurricane Hugo.
