are not truly free, but tend to drown in the quicksand for their greed and arrogance, and they make a fine mess for us, the taxpayers, to dig ourselves out of.
We cannot afford to continue the neglect of our cities. The poverty, hopelessness, and despair that find expression in drugs and related violence, must be addressed. I do not know how. But we can not continue to ignore the evidence that comes in from all sides that most of our major cities are in the throes of social disintegration.
Finally, there is the issue whether subsidization of the arts affects the integrity of the artist. The history of Western art, which was subsizided or commissioned from its beginnings, suggests that it does not.
On the issue of artistic integrity, the source and manner of collecting funds is irrelevant. In a democracy such as ours, the government spends money for purposes agreed upon by a representative majority. Most of us disagree from time to time with some of the things our government does, but we must (sigh!) comply with the will of the majority even though, at the same time, we work overtime to change that will.
At the present time, people who don’t want the government to support the arts are, happily, in the minority. As for myself, I have a Social

Airman Ryan L. Waters has graduated from Air Force basic training at Lackland Air Force Base, Texas.
During the six weeks of training the airman studied the Air Force mission, organization and customs and received special training in human relations.
In addition, airmen who complete basic training earn credits toward an associate degree through the community college of the Air Force. Airmen Waters is the son of Mike L. and Nancy P. Waters of Chester Gap.
