closed in the affidavit is that a socalled pen register was kept by the FBI of all of the numbers of all incoming and outgoing calls from both of Allison’s residences dating back to a court order in U.S. District Court on June 26, 1989. According to court documents, a wiretap was needed because investigators believe that “the fact that Allison may have informational contacts with local law enforcement would . . . jeopardize physical surveillance,” according to Larson.
U.S. Attorney Jay Apperson, the prosecutor in the case, would not comment when asked which law enforcement agencies were thought to be feeding information to Allison.
“I know for a fact tha^ it’s not Rappahannock,” said Rappahannock Sheriff John Henry Woodward.
In another Allison case development, a sixth person, David Moore of Upperville, has pleaded guilty to conspiracy to distribute cocaine and agreed to cooperate with the prosecution and investigation of Allison, said Apperson.
Others who have already pleaded guilty are Henry Payne of Harris Hollow, Ronnie Kendrick of Marshall, Randy Shirkey of Marshall, Ian Nicholson of Marshall, and Jimmy Melvin of Front Royal, now in prison on a cocaine conviction in Warren County Circuit Court.
