school when they arrived. Mr. Kilhefner started the naturalization process in July by filling out the requisite form, then met with an INS official on Jan. 7 in Arlington.
The official told Mr. Kilhefner that the family would be notified in about six months and Kevin and Sam would be naturalized in a® courtroom ceremony, as is the normal practice.
Then, about a month ago, the family recieved a call from another INS official inviting them to participate in the ceremony for adopted children of U.S. citizens, but they never knew it was connected with the INS centennial.
The head of INS spoke, as did U.S. Rep. Frank Wolf, and the Key School students put on a musical presentation.
