The plan calls for Rappahannock to increase recycling by developing a second drop-off point for recyclables near the town of Washington by next spring.
The county’s Capital Improvement Plan called for a place where residents could take ordinary trash and recyclables to be located between Sperryville and Washington to be ready to replace the dumpster sites at Huntly and Scrabble when the contract with Community Trash to service the dumpsters expires.
This center would be manned when it is open and locked otherwise, so trash from out of county could not be dropped off and hazardous material could not be left. There is little control of such things currently at the dumpster sites because they are available to the public 24 hours per day.
However, no funds for such a center are included in the proposed budget, which covers the 1992 fiscal year from this July through next June.
The solid waste management plan also recommends that the county purchase a scale to weigh trucks bringing trash to the landfill. The cost of such a scale and scale house is estimated at $64,000 plus $12,000 for a computer and program to handle data on different types of trash collected and recycled.
