The incident marks the second time Walters has escaped from the county jail and the second time he negotiated the same fence to get away.
Two years ago Walters and another inmate, Wayne Wynkoop, cut through the fence to escape. Walters was found guilty of escape and sentenced to a year in prison, which he served in the county jail. Wynkoop was also convicted of escape, said Sheriff Woodward.
