Many other jurisdictions in the state are faced with the same problem. For some these variations occur not only in senate districts but in House of Delegates districts as well.
It was not necessary to divide Rappahannock for the senate redistricting. Under this plan Sen. Miller’s 26th District is 2.6,percent over the ideal size and Sen Michie’s 25th District is 1.6 percent below.
If all of Rappahannock were in Sen. Miller’s district it would be 3.5 percent over the ideal size, and Sen. Michie’s district would be 2.5 percent low, both well within the guidelines of plus or minus 5 percent.
It would not be possible to put all of Rappahannock into Sen. Michie’s district and leave Sen. Miller’s district otherwise unchanged because then Sen. Miller’s district would not be contiguous.
