Mr. Summers, who was a native of Matoon, 111. maintained a residence in the District until 1986. He was a graduate of the University of Pennsylvania and its Wharton School of Business. From 1923 to 1954, he worked in private business in Pennsylvania.
His hobbies includes skiing, polo and riding. He was a 32nd-degree Mason.
His first wife, the former Dorothy Brooks Mathers, died in 1929. Survivors include his wife, the former Minnie-Lee Wire of Washington, Va.; two children by his first marriage, Paul Dilwyn Summers Jr. of Charlottesville and Virginia S. Martin of Williamsburg; two stepdaughters, Rosemary W. Anderson of Bethesda, Md. and Monica R. Riddell of Washington, Va.; a sister, Jean S. Smith of Wilmette, 111.; seven grandchildren; and 10 greatgrandchildren.
Memorial services were held Tuesday, May 14 at St. Alban’s Episcopal Church in D.C. with the Rev. Jennings W. Hobson III officiating. Interment was private.

Joseph Atkins
Mr. Joseph Franklin Atkins, 79, of Sperryville, died Friday, May 10 at Autumn Care Nursing Home in Madison.
He was born Sept. 12, 1911, in Sperryville, the son of the late Elizabeth Woodard and Joseph B. Atkins.
He was a lifelong resident of Rappahannock County and had operated a fruit stand and gift shop here for 25 years.
