voting for the School Board members requires that candidates for School Board run in the same elections as the races for members of the Board of Supervisors.
The only remaining challenge to the referendum is with the U.S. Department of Justice. The state NAACP has asked the Justice Department to disallow the referendums on the grounds that fewer minority members may be elected to School Boards than are now being appointed.
Most observers expect the challenge to fail because Virginia is now the only state that does not allow elected School Boards.
