There are still problems at the plant. The pumping system creates surges in the discharge that exceed the plants limitations. Heavy rains bring flows of storm water that cause washouts of the plant. The system was designed to take only septic tank outflow. It should not be picking up storm water, and the fact that it is indicates that there are problems in the distribution system. * Correcting these problems will take money. Whether the WSA continues with ESS as plant operator or arranges to hire another operator, the cost of operation will go up. The WSA has already experienced large increases in the cost of chemicals for the plant. ; The Sperryville sewer plant has approximately 150 users. Many of these are people with limited incomes. Some have trouble paying the current charges of $15.50 per month (businesses pay more). They are surely facing another rate increase within a year.

The SWCB should not expect this small number of users to cover fines levied against the WSA.
