The WSA has about $60,000 in savings to pay the increased cost of having ESS operate the plant. Any fine would have to come from the same savings.
Noting that the WSA had responded within 24 hours to employ ESS after getting reports from the SWCB, Mr. Leggett said, “I doubt they have ever had a quicker response.”
Member Mark Bailey agreed. “It looks like the SWCB spent weeks gathering evidence when they could have let us know of the problems at the plant,” he said.
