Mr. Swindler said the other chemical used most is chlorine. The authority has been paying $69.55 per 50-gallon drum of chlorine, and Mr. Swindler said he would be able to get chlorine for $41.80 per drum.
Mr. Swindler also said ESS has been able to reduce the surges at the plant that have caused some of the problems, but the surges are still going on. In the past some of the surges were at the rate of 90,000 gallons per day, and now they are closer to 60,000 he said. The plant was designed to handle up to 55,000 gallons per day and normally handles about 22,000, he said. If the surges could be eliminated, the plant could probably operate with fewer chemicals, he added.
