Exiting the Beltway with HOV in effect is another source of confusion for commuters. At 1-495, HOV2 on 1-66 becomes HOV-3. Reynolds explained that no one will have to change lanes across traffic to exit, because there are two exits — one for HOV and one for non-HOV.

“We don’t want to back up traffic,” she said. But commuters are warned that police will take an “aggressive posture on enforcement from Day One, starting at 6:31 a.m.”
The agency is adding four motorcycles to the police patrol on 1-66. Caldwell could not predict what ticketing method would be used. Violators could be stopped on the road or could receive a ticket in the mail later.
Both VDOT and the State Police are hoping for volunteer compliance.
