In comparison he estimates that contracting with Fauquier County for trash disposal will cost approximately $58 per ton. Again that does not include any auxiliary dumpster sites.
The estimate of $58 per ton for using the landfill at Fauquier County includes $42 per ton for tipping fees, $6.50 per ton for hauling costs and $65,000 per year for operating the existing waste transfer site at the landfill. This cost will be reduced in future years once the current cell is closed and no more leachate is collecting from the cell.
Mr. McCarthy arrived at the figure of $73.50 cost per ton for a new double-lined two-acre cell, which would last approximately two and a half years, by estimating the cost as $550,000 to build the cell, $200,000 to later close it, $90,000 for leachate treatment, $100,000 for fixed costs at the landfill, $50,000 for the costs to work the fill, and $297,000 for post-closure monitoring. The total cost would be nearly $2.3 million to dispose of about 17,500 tons of trash.
It is not yet possible to determine the cost of maintaining additional dumpster sites. It is greater than the difference between the $77 per ton cost and the $73.50 per ton cost, because the new cell would be more expensive to build, close and monitor than the current landfill cells. The contract with Community Trash did not separate the costs of collecting from the sites from the cost of landfilling.
To maintain additional collection sites would presumably add approximately the same amount to either the cost of a new cell at the landfill or the cost of hauling county trash to Fauquier.
Mr. McCarthy presented the figures for a new cell at the landfill along with a draft of the contract with Fauquier County in a mailing to the members of the Board of Supervisors. The supervisors will consider this contract at their May meeting.
If county residents are to see any savings from contracting with Fauquier over costs for trash disposal in the past, they will not show’ up in the next budget year. The proposed budget includes $400,000 for refuse collection and tipping fees, and $388,365 for maintenance of the county landfill. Totalled those amounts come to approximately $112 per ton for 7,000 tons, but they combine costs for the current operation with costs for landfilling at Fauquier.
Included in the $400,000 are tip fees to Fauquier and and the costs of the contract w’ith Community Trash from July through early October. Some $297,000 of the $388,365 is for closing the current cell and upgrading electric service at the landfill to handle a trash compactor.
