regular lanes may be frustrated by the flowing and seemingly empty HOV lane, but VDOT estimates that the busiest HOV-2 stretch will move 2,950 people in only 1,150 vehicles from 7 to 8 a.m. Regular lanes will move 1,560 people apiece, each in their owm car.
VDOT has been pressured by the Clean Air Act Amendments of 1990 and the Intermodal Surface Transportation Act (ISTEA) of 1990 to adopt an air quality plan and a complementary transportation plan to achieve the 15 percent reduction in vehicle emissions by 1996 and clean air standards by 1999.
Farley said stricter emissions testing and reformulated fuels will achieve the 1996 goal, but HOV will be necessary to achieve the additional and long-term reductions by 1999.
