Mrs. Moffett said, “I live in very dose proximity to the Town Hall. I have spoken to my neighbors and they are all concerned. Mr. Gooch added, “You cannot think of every eventuality. You can always change it but you need to have some basis to start with. We should establish a basic policy. Under the policy of the second committee, Colonial Christmas would not have happened. We would not have been able to have people come in to see the dancers because of the 35 people limitation. We passed the hat after each performance to make money to fix or buy new colonial dress. The Inn’s bakeshop is for a scholarship fund for CCLC. The Town Council sponsored the Colonial Christmas for two years and I wish they still would. I do not think we need to adopt that kind of policy like the second committee came up with. We should encourage some sort of off-street parking. If you start off with a restrictive policy, word will go around town,‘Do not try to get the Town Hall.’ I urge that we develop a policy tonight. The restriction in the deed was broadened because we did not want to buy a building for $150,000 for one use a month.”

“I think it is good to have public comment on this. None of these regulations are etched in stone and they can be amended,” said Mayor Morehouse.

Regarding handicapped access to a building, Mr. Fisher said that the ADA says handicapped access is required if someone complains.

The council took a vote among its members and passed the rental policy.

Mr. Gooch said that he would like to see some limitations on the treasurer’s duties.
