Tumlin said state and federal officials have been talking for some time. “We knew we had a role in the access point [interchange] approval, we knew we were going to be involved.”
Since the transportation improvements require an interchange, and federal approval, “what that does is it ties us ... if we don’t take this federal action you don’t have Disney — and if we take it you have Disney.”
Taken at face value, Tumlin said, “There’s a direct link between our federal action and Disney being there, and we decided a full impact statement was warranted.”
The environmental review represents the first serious hurdle for the $650 million project, which Disney hopes to open in 1998. State officials said, when the package was approved, that they felt the lowerlevel environmental assessment would be sufficient to gauge the project’s impact. l Disney — Take a Second Look, one of the groups opposing the park’s Haymarket location, said the FHA decision is good news. “We think it reflects everything that we have been saying, that this has some significant impacts that will affect both national and regional resources,” said spokesman Chris Miller.
Unlike the state and local approval process, Miller added, the National Environmental Policy Act, which mandates the review, “encourages public participation.” Even the scope of the review can be shaped by comments received from agencies and the public, he explained.
