The report identifies a new approach to allow Virginia to retain and improve its commpetitve position in the national and international economies. It is the result of a concentrated effort by the agencies within the Transportation Secretariat—Virginia Department of Transportation, Department of Motor Vehicles, Virginia Department of Aviation, Department of Rail and Public Transportation—as well as the Virginia Port Authority and the private sector.
A wide variety of initiatives are recommended for all areas and modes of transporatiort, including passenger as well as freight.
Privatization initiatives are proposed to increase the transportation financing base by attracting private capital for transportation for the delivery of facilities and services. The result will produce an infusion of capital to expand funding for transportation in the Commonwealth.
Regulatory barriers that interfere with the efficient use of the transportation network are identified and will be recommended for removal. The deregulatory environment will be enhanced by such concepts as giving motor carriers a “one-stop shopping” opportunity to obtain all the credentials and approvals necessary for operation, instead of dealing with as many as five different agencies, as is now the case.
