Neighbors John and Peggy Ralph had said at earlier meetings they did not want a driveway and parking in the back of the building, which faces their property.
The planners recommended John and Maureen Parent be denied a special use permit to build a bed and breakfast on top of Bessie Bell Mountain on a right-of-way from Route 626 behind Mt. Lebanon Church. The Parents said they planned to start with two bedrooms, one for themselves, and add up to three more bedrooms.
Phil Irwin said the county already had more than enough bed and breakfast rooms. “I doubt any more are economically viable,” he said. He added the state B and B Association would not accept membership from a B and B that is on a right-of-way.
