ginia Department of Corrections, ten years for each offense, with 20 years suspended, as asked for in a plea agreement with the Commonwealth. Commonwealth’s Attorney Peter Luke said, “The agreement is 40 years with 20 to serve, and 10 years’ supervised probation. I ran the guidelines on this and my computation came to 26 years, so the Commonwealth feels this is in the guidelines.”
Mr. Luke said that the victim, whose name was not released because he is a juvenile, was ten years old at the time of the offenses, which occurred in August and September, 1993. He said, “I met with him last Friday. When I told him we had a plea agreement (instead of a jury trial where the boy would have to testify), it was like the weight of the world was lifted off his shoulders.”
Mr. Eppard’s attorney, T.C. Lea, said that as in almost all cases of this nature, his client was molested as a child. He also said that he felt the plea agreement was appropriate. Mr. Eppard could have been
