was ordered to pay a $ 100 fine for illegal dumping.
Commonwealth’s Attorney Peter Luke said that there has been a tremendous problem in the county with people from other counties dumping
trasfi in Rappahannock dumpsters. The county now fines people who illegally dump $200, and if someone is charged and does not show up in court, that fine goes up to $250, he said. The fine used to be just $25 but that was not enough to deter people, Mr. Luke said.
Judge Smith agreed that $25 is not enough of a deterrent. He fined Mr. Nichols $200, but reduced it to $100 because Mr. Nichols said he had been told that his fine would only be $25.
An appeal of a breach of peace charge against William H. James Jr., 32, of Flint Hill was dismissed by Judge Smith. The charge was brought against Mr. James last September by Edward Wince, a neighbor of Mr. James’s whose family shares a right of way with him in Flint Hill.
Mr. Luke told the judge that there have been problems before between the Winces and Mr. James. Mr. James’s lawyer, Jud Fischel, stated that the situation between the two had been continuous and ongoing, and that he did not know if even the law could solve their problems.
After hearing evidence from Mr. Wince and his mother, Virgie Wince, claiming that Mr. James had verbally abused them. Judge Smith said that there is obviously bad blood between the parties, and dismissed the case. It is time for people to .stop getting the services of the Commonwealth’s Attorney for nothing, he said sternly. a
Following the dismissal, Mr. James filed a summons in General District Court claiming that he was cursed and abused at his residence on May 12 by Mr. Wince.
In court on Thursday, Carl James Snyder, 32, of Sperrvville, waived counsel and represented himself on a charge of violating probation. Mr. Snyder was convicted by a jury last November for discharging a firearm into an occupied building and brandishing a firearm.
Mr. Snyder’s parole officer, Mr. Quinn, said that Mr. Snyder did not want to attend substance
