Goals 2000 Again
Jackson District representative on the Board of Supervisors Ron Frazier, a former chairman of the local Republican Party, is insisting the board hold a public forum on Goals 2000.
The forum was originally scheduled for the June meeting, but other members prevailed on him to delay it until the July meeting fearing a very long night since the public hearing on the county budget is already scheduled for the June meeting.
Mr. Frazier had lined up speakers to present the case against the Goals 2000 program. He said at Tuesday night’s budget workshop he will try to get them to come in July instead. He expects Superintendent David Gangel to make the case for Goals 2000 since the School Board accepted his recommendation that they adopt a resolution asking the state to apply for funding for the program.
In the meantime the local Republican Party has scheduled a public meeting for next Wednesday evening at the courthouse. The featured speaker is Rebecca Bocchino who is described as “an education consultant and mother of children in the Fairfax County school system.”
According to Walter Longyear, the current chairman of the Rappahannock Republican Party, Goals 2000 will affect students in private schools and those being home-schooled as well as public school students.
Mr. Frazier is also trying to bring the public’s attention to a letter sent out by Rep. Henry Hyde of Illinois claiming that the.authorization of Goals 2000 funding proposed for the next fiscal year will amount to allowing the federal government to “nationalize” the labor force.
Apparently the effort in this legislation to improve the employability of American high school graduates is considered by Rep. Hyde and his local supporters an effort “to create a controlled workforce for the global economy.”
Sections of the proposed law cited by Rep. Hyde simply do not support this conclusion.
These scare tactics are an effort to destroy the public school system. If Mr. Frazier and Mr. Longyear want to spend their time looking for “boogeymen” under the bed, that is their business. It is time for the Board of Supervisors, School Board and Rappahannock citizens to stand up to this bullying and get on with the business of improving the public schools.

After a winter in which public school students missed school because of winter weather, those same students are now missing school time because of heat.
On Tuesday students were sent home early because the school buildings became too hot for effective learning and potentially dangerous to the health of some children.
Any future building plans should also include retrofitting spaces in the schools that are not air-conditioned with air conditioning.
