The good news is that many of them seem to be succeeding. (This will be the subject of a later article. Nonetheless, new proposals to control development usually bring out opposition based on individual property rights. The latest such controversy in Rappahannock County is the issue of controlling ridgetop development.

The County Planning Commission has drafted some proposed amendments to the zoning chapter of the County Code that would further restrict residential development in the Conservation Zone — for example, requiring an approved site plan, insuring that construction and sewage disposal do not contribute to erosion or stream pollution, specifying standards that driveways must meet, and requiring that a percentage of the area cleared for the house
