He was appointed by former Governor George Allen to serve as a member of the Rappahannock State Scenic River Advisory Board and is a notary public for the Commonwealth at-large. He is also a life member of the NAACP, a member of The Pigskin Club of Washington, D.C. (for democracy in sports), belongs to the Bachelor/Benedict Club of Washington, D.C. and is a member of the Rappahannock Lions Club.
His tireless efforts on behalf of the Lions Club, which raises funds for community and school needs and of which he was president in 1997, helped the club win numerous awards last year. It also netted Warner the Presidential Excellence Award (a difficult to obtain and coveted award) from the International Association of Lions Clubs.
