In last week’s News, there
appeared a letter urging * attendance at a meeting to - consider the impeachment of President Clinton. “This is not a partisan matter,” the letter said. Rather, it repre. sented the effort to “protect the nation from misconduct by a high official.”
There are several things wrong with this argument. First, the Constitution states that high officials shall be removed from office “On | impeachment for, and ■ Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.” In the ; present case, there has been no conviction of President Clinton. There have been numerous allegations, many of which have evaporated after exposure to the media, ■ and legal proceedings are in y process, but no adjudication and hence no conviction.
