Second, the impeachment of a President is a serious matter, not to be undertaken lightly. Only two presidents have been subject to impeachment, Andrew Johnson and Richard Nixon.
In both cases, sharp divisions of opinion and terrible resentments occurred. The partisan bitterness over President Nixon’s resignation to avoid a well deserved impeachment is with us still. Furthermore, the actions on which President Nixon’s impeachment would have been based related to his conduct of the office — using the CIA, IRS and FBI to attack his "enemies” — a clear abuse of his executive powers.
In President Clinton’s case, despite a relentless four years of investigations, no charges of impeachable offenses have yet been brought.
