One of the main reasons given for using lights at night is to prevent crime in order for us to feel safe. Obviously if you walk into a store at night from a totally dark parking lot you could trip and fall over an object or someone could attack you. Are you using the light that is pointing up in the sky to walk safely from the car? No, you are using the light that is pointing at the ground. Also, as you walk around your farm or back yard at night you are using the light pointing at the ground.
Lights are available that are designed to increase safety and decrease light pollution. Shields are built into light fixtures that prevent light going up into the sky. Bright, harsh light that shines sideways to the ground produces glare in our eyes (this is typical of the average security light used on farms and houses).
When there is glare we cannot see well into the light, and we cannot see potential intruders who may be lurking around the edge of the light. Lights with a downward shield produce little glare and actually allow you see to the edges of the light effectively. So, shielded lights are safer.
To increase the safety of the area you wish to protect it is well known to many crime prevention authorities that lights with motion detectors are much safer
