What is a water works?
A commercial water works starts with a production well or a field of such wells, or a spring, or a reservoir, with pumps to push water to a water treatment plant. A water treatment plant is built, water mains, valves, and hydrants set in place, a reserve storage facility such as an elevated water storage tank may be constructed, and other pieces and parts added to the system. Finally, there is need for an operations and maintenance capability.
Water works come in all shapes and sizes and cam serve as few as 25 customers. The Washington Water Works in Washington, Va., currently has 129 customers. The Fairfax County Water Authority has 1.2 million customers. The Clevenger’s Comer water works will serve about 4,100. The last may be on a par with the water works of Luray in Page County. It is expected that Centex Homes, Inc., the prime developer at Clevenger’s Comer, will create the water works and then turn it over to Culpeper County for operation, maintenance, and subsequent improvements.
