Next, a water treatment plant is built. Water from a well may he drinkable, but could have other problems. Health officials divide drinking water regulations into two categories. Primary regulations, enforceable by law, delineate acceptable levels of contaminants. There are almost 90 of these, banded off into neat packages with names such as microorganisms, disinfectants and their byproducts, organic and inorganic chemicals, and radionuclides. A water treatment plant removes or inactivates these, if found.
Secondary regulations are guidelines. They are nonenforceable. These deal with contaminants causing certain cosmetic effects, such as skin or tooth discoloration, or aesthetic effects, such as the taste, odor, or color, of drinking water.
The design of a w ater w orks must be in accordance with Virginia’s water works regulations, e.g., water treatment, size of water mains, hydrants, etc. It is incumbent on the municipality to make sure the design specifications of the water works are satisfied to the letter during its construction, otherwise taxpayers will pay for any corrections after taking over the operation
