According to the Rappahannock County Board of Supervisors, stipulation has been made that the Freemans have one year from the date of signing to begin construction of the road, and will need to have construction completed within two years.
Upon entering the ordinance with the county, the other original landowners, who are family members of the Freemans, were present for the public comment portion, as well as Washington resident Monira Rifaat.
Rifa&t, who lives across the Covington River which is across the road from the area, asked if there were plans to subdivide the property.
County administrator John McCarthy advised that the property is already subdivided into small lots, less than 25 acres.
