However, the overall view of the Freeman family was that their road had been abandoned and they did not wish to sign a document forcing them to maintain a road for public use with private funds.
Members of the board attempted to explain that the road was abandoned due to lack of use, with all of the family members except Dudley Freeman walking out of the meeting.
Discussion continued among board members, with Luke explaining that, “maintenance on the road was discontinued in 1929 and it was obvious in aerial photos that no one had been down the road in decades.”
McCarthy advised the Board that, “Rock Mills Road was abandoned and even if it had remained a public road, the landowners would still have to maintain it.”
With the ordinance still on the table with two Freeman signatures intact, the board voted unanimously to approve the ordinance to establish a public road. Ronald Frazier of Jackson District was not in attendance at the meeting and not available for the vote.
“Obviously others are not happy,” said Dudley Freeman, “but I am satisfied.”
