Alongside the riparian land owners in the FOTR are concerned citizens from all over Rappahannock, many of them active in other Rappahannock environmental groups like RLEP and RappFLOW. They have expressed concern about the effluent’s effects on the river and public health, concerns highlighted by the town’s proposed discharge point’s proximity to the Rappahannock County Park. At the March 28 DEQ Public hearing, Haskell presented a petition that had been signed by 215 county residents opposing the permit.
