Critics of the town’s plans have also warned that the water levels in the Rush would create pollution problems.
“The Rush is a zero flow stream, a dry creek bed in summer,” said Elizabeth Haskell at the March hearing. However, according to DEQ, the permit is written to account for the worst possible scenario, which in the case of the Rush was defined by DEQ as a “zero flow situation”, or a nearly dry riverbed, meaning that Washington’s effluent would be almost undiluted, flowing in the river bed. The permit would require that even in that extreme situation, the concentrations of pollutants in a given amount of Rush river water not rise above the allowed numbers.
