According to Washington’s consulting engineer on the project, Hetb White of WW Associates, the effluent discharged by the proposed plant will be “cleaner than the Rush is now” and will be built “to the limits of technology” to keep high concentrations of pollutants such as fecal coliform bacteria, chlorine, Nitrogen, phosphorous and dissolved oxygen out of the Rush.
