First he wrote to various oil companies and was told that they needed the extra allotment before making any commitment to fill the 1,000 gallon tank. So Buntin filled out an allocation form and sent it to regional department of energy offices in Philadelphia.

The Philadelphia people returned the form, noting that they didn't handle allocation requests of less than 840.000 gallons. Buntin then filled out a new application and mailed it to the state department of energy office in Richmond. The Richmond office lost the first application. Buntin mailed off a second application but received no answer. He called Richmond and was told that the state office had written the regional office in Philadelphia, asking for an allocation.
