The food dealers vigorously oppose the bill, not the removal of the tax. but the mechanics of the bill. It would cost the stores approximately S23 million to change their cash register equipment to handle th eexemptions. etc., that were required in Stambaugh's bill.
I am not sure how our independent grocers could handle the equipment, because of certain exempt items. I informed the Chairman our independents would have to use a few more cigar boxes to keep the money and information separated.
The loss to our counties in tax revenue based on the phase-out period would be as follows:
Rappahannock $642,400, Orange $2,702,500, Madison $1,341,000 and Culpeper $3,474,300, a total of more than eight million dollars in the six year period. The total State loss would be threefourths of a billion dollars.
