"A guy sitting in a car on the side of the road—who’s he hurting? Nobody!” the supervisor chairman maintained.
“He’s not hurting anybody if he’s just sitting there but when he starts driving up and down at two, three miles per hour, looking for deer to shoot (on posted property), he is," said a local farmer.
