Walters is transferring to Culpeper from the SCS in Freehold. New Jersey where he served as Soil Conservationist. He is a native of Sallis, Mississippi and a graduate of Alcorn A&M College with a B.S. degree in Agricultural Education. Walters and his wife Joan reside in Culpeper.
