To date, Baliles has taken his idea personally to more than 30 Virginia localities and reports that response so far has been "very, very encouraging,” particularly from county sheriffs.

Baliles, who said he grew up in a mountainous area of the state very similar to Rappahannock County, has “a deep and abiding interest in the wise use of land, water and air.” The author of legislation written after the Kepone incident and dealing with toxic substances, Baliles said he has spent much time working on environmental matters.

Acknowledging that Virginia is one of the fastest growing states in the country, he noted that there are no easy answers to the development questions facing Rappahannock County and the rest of the Commonwealth.
