RETIRED CIRCUIT COURT Judge Rayner V. Snead of Washington was honored at reremonies July 24 at Rappahannock courthouse as his portrait was presented for hanging in the courthouse by the local bar association. Among the speeches of the evening was one by his grandson. Rayner III. at left, who told the audience as he unveiled the portrait, that his grandfather was the best in the world. Also pictured is R.V. Snead, Jr. Among other dignataries present were Harry I..
