The only roads now being built in Virginia are those with federal participation, basically interstate and arterial roads, Guest said. “If we’re not building secondary roads, we certainly don’t need all those engineers and draftsmen. Cutting down on employees through attrition will give us some money...We need to look very carefully at every vacancy with an eye towards keeping it vacant.”
