In February 1980, Mr. Coleman supported the proposed 4% tax on the wholesale price of gasoline, declaring that the Highway Fund would still have sufficient revenues to finance only 80% of needed projects.

In August 1981, he proposed funding new highways via revenue bonds and tolls and by diverting General Fund money to the Highway Fund. He also hinted at a tax increase for the trucking industry.
