As far as revising the test so that it gives a more realistic measurement of competency skills with less reliance on multiple choice questions, Estabrook noted that the reading test is not even designed to measure minimum reading skills.

The test, which uses labels on medicine bottles and excerpts from insurance policies as source material, is “more a test of basic knowledge than reading skills,” he said.

In addition, Estabrook told the board, “multiple choice questions can measure high levels of intellectual skills” without creating the enormous scoring problems encountered with essay type questions.

Eastham counted that he wasn’t suggesting use of essay questions but rather “fill in the blank” type, particularly for the math portion of the test. As for allowing ample time for remediation, teachers know from kindergarten on that students will be given minimum competency tests as seniors, he added.

The board gave unanimous endorsement to Eastham’s proposals, dropping only the question for less reliance on multiple choice questions.

In other action, the board authorized:

—renovation of a shop classroom to include addition of' a window and a heating duct with a cost ceiling of $200.

—purchase of a 1978 Plymouth from the state highway department depot for $1,400 to use as a driver’s education car.

Following a two hour and ten minute executive session that lasted until 12:30 a.m, the board acted on appointments to the new parent advisory committee and additions to the list of approved teacher and bus driver substitutes.
