Mr. Lane outlined projections of U.S. energy deihand, and Mr. Reynolds, who has recently moved from Calgary, Canada, to Pittsylvania County, reiterated Marline’s contention that the industry is now sufficiently regulated. While there appeared tc be some agreement between PEC and Marline representatives regarding the ambiguities in state laws, PEC board members maintained their concerns about the adequacy of current regulatory and enforcement mechanisms.
Specific concern was voiced regarding the failure of regulatory agencies to meet deadlines of the 1978 Federal law on mill tailings and the need for litigation by national environmental groups to hasten previously authorized action on control of radioactive emissions. Other discussion focused on the breadth of existing authority and the reliability of enforcement in Virginia.
In adopting their resolution in support of a statewide moratorium, the board noted that their original concerns about the health and environmental effects of uranium development in a relatively densely populated and agriculturally based region had been strongly confirmed by technical studies and expert testimony. The status of the uranium market was discussed at some length, and the board concluded that the present and projected oversupply of uranium oxide means that there is no need to rush into uranium mining in Virginia in order to assure continued operation of nuclear power plants in the United States.
