Replying to Eastham’s suggestions, superintendent Eastabrook pointed out that localities were permitted to hand-score only the tests administered in May in order to ensure results were available prior to graduation. Local hand-scoring was an option, not a mandate, he said, adding that Rappahannock’s tests were scored in Richmond.
As to elimination of preliminary testing, Estabrook questioned whether giving competency exams for the first time in October of the senior year would allow enough time for remediation.
