Reading from a prepared statement, Eastham suggested that “dryruns” or preliminary tests given currently in 10th and 11th grades be eliminated with students allowed three opportunities to pass in October, January and late May of their senior year.
He proposed that a passing grade of 70 percent on the raw score he maintained, that test results be compiled and graded in Richmond and that the test itself be revised to make it a more realistic measurement of competency skills with less reliance on multiple choice questions.
