Declining gas tax revenues and increased construction and maintenance costs have brought a halt to building secondary roads in Virginia. To ease the financial squeeze on the state’s Department of Highways and Trans portation, Catron proposes that large three-axle, 18wheel transports be charged higher taxes. “Truckers are not paying their fair share...They’re the ones that cause the road damage.”

“In addition, the highway department must reduce through attrition those employees that have been assigned to new construction. If the funds aren’t there to build new roads, we don't need them,” Catron maintained.
