In 1980-81, Rappahannock County spent $1,683 per pupil for operation of its public school system, $472 less than the average for the state, according to Facing Up. an annual compilation of funds tor each pupil, ranking 56th in the state. The average Education.
The expenditure ranked the county 109th among Virginia's 130 school divisions. Of six neighboring counties, only Page, at $1,661, had a lower per pupil expenditure. Culpeper spent $1,899 per pupil in 1980-81; Fauquier $2,690; Madison $2,013; Orange $1,923 and Warren $1,802.
Breaking expenditures down further, the county allocated $697 in local expended per pupil for the state in local funds was $966.
Among area counties, only Fauquier. with $1,082, surpassed the state average. Culpeper spent $800; Madison $812; Orange $745; Page $489 and Warren $619. According to Facing Up. only four counties and nine cities are better able to pay for education than Rappa hannock as measured by the composite index which takes into account true value of property, personal income, taxable retail sales, average daily school membership and total population.
