More intensive uses are allowed with a special exception permit granted by the board of supervisors following recommendation by the planning commission. (Special exceptions are a new component of the proposed zoning ordinance which relate to uses with countywide as opposed to neighborhood impact. Uses with neighborhood impact will continue to be authorized by special use permits granted by the Board of Zoning Appeals.) Uses allowed by special exception under the proposed ordinance include:
—structures, except for dwelling units, accessory to uses and activities allowed by right in flood plain.
—Utilities and public facilities and improvements such as streets, bridges, transmission lines, water and sewage treatment plants and other similar or related uses.
—water-related uses and activities such as marinas, docks, wharves and piers.
—extraction of sand, gravel and other materials.
—temporary uses such as circuses and carnivals.
