Structures and uses which lawfully existed before adoption of the proposed revisions will be allowed to continue as non-conforming under the new regulations but expansion or enlargement may not adversely effect flood heights. If modifications or improvements of a structure in a flood plain amounts to 50 percent or more of its market value, the modifications must fully comply with the Virginia Uniform Statewide Building Code. In addition, uses which are or become nuisances will not be permitted to continue.
